How Are Candidates Selected?

The competitive examination is conducted in successive stages:

  1. Written Examination (Objective Type – Multiple Choice Questions) – 400 marks.
  2. Computer Skill Test (Practical – Qualifying) – 50 marks.

Candidates who secure the minimum qualifying marks in each paper of the Written Examination are eligible for shortlisting. The shortlist for the Computer Skill Test is on the basis of aggregate marks out of 400, about 1.5 times the advertised vacancies (rounded up) if vacancies are more than 5 (about 2 times subject to a minimum of 5 if 5 or fewer). For PwD, the Commission may shortlist more candidates at its discretion. Only those shortlisted after the written test are called for the Skill Test. The Skill Test is of a qualifying nature; a candidate must secure at least 40% of the total marks to qualify.

Final ranking of candidates who qualify the Skill Test is on the basis of aggregate marks secured in the Written Examination (400 marks). Tie-break: higher marks in General Knowledge (Paper-I); if still equal, the older candidate ranks above the younger.

The SahisarkariJobs.in Analyst's Take – Is This Recruitment for You?

This is a large secretariat cadre recruitment of 340 Group-B posts. With about 1.5 times the vacancies shortlisted for the skill test (roughly 510 calls for 340 posts), a solid written-exam score out of 400 marks is the main filter. Negative marking of 0.25 per wrong answer and the need for minimum marks in every paper (35% for UR/SEBC) mean accuracy matters. The skill test is only qualifying at 40% of 50 marks, so the written aggregate decides the final rank.

Best fit: Graduates with solid Odia and basic computer skills who can score well across three written papers and clear a practical computer test.

Candidates who lack the required Odia certificate or whose SEBC certificate is older than 10 November 2023 should skip this until the documents are in order.

Practical tip: Select your two preferred exam zones carefully while filling the form; change requests are not entertained.

What makes this recruitment different is the combination of a large vacancy count in the secretariat cadre, horizontal reservations for women, PwD, ESM and sports, and a qualifying computer skills test after the written papers.

The posts are Group-B in the Odisha Secretariat Service Cadre under the Home Department. Probation applies as prescribed in the recruitment rules of different services. Appointment is subject to the Appointing Authority’s satisfaction after enquiry.

Can candidates from outside Odisha apply?

Yes — the notice states no domicile or residence condition. However, reservation and relaxation for SC/ST by birth and SEBC are admissible only to candidates of Odisha.

Where will selected candidates be posted?
