With Dearness Allowance (DA) at 55%, HRA, and Transport Allowance, the gross salary at Level 1 comes to approximately ₹30,000–₹35,000 per month depending on city class. The minimum basic pay was revised from ₹7,000 to ₹18,000 when the 7th CPC was implemented in January 2016.

X-class cities (Delhi, Mumbai, Bengaluru, Chennai, Kolkata, Hyderabad, Pune) — 30% of Basic Pay with a minimum of ₹5,400/month. Y-class cities (state capitals, cities with 5–50 lakh population) — 20% of Basic Pay with a minimum of ₹3,600/month. Z-class cities (all other places) — 10% of Basic Pay with a minimum of ₹1,800/month. These rates were revised upward when DA crossed 50% of Basic Pay in January 2024.
For central government employees who joined service on or after January 1, 2004, NPS (National Pension System) deduction is 10% of (Basic Pay + Dearness Allowance) from the employee's salary every month. The government (employer) contributes an additional 14% of (Basic + DA) to the NPS account. Both contributions go into the NPS Tier-I account and are invested in equity and debt funds. The NPS deduction is mandatory and reduces the in-hand salary accordingly.
The 8th Pay Commission is expected to be implemented between 2026 and 2027. Based on the projected fitment factor of approximately 1.92x, the minimum basic pay under 8th CPC would increase from ₹18,000 to approximately ₹34,560. An employee currently at Level 10 (Basic ₹56,100) would see their basic pay rise to approximately ₹1,07,700 under 8th CPC. However, these are projections — the official recommendations have not yet been released. DA will also reset to 0% when 8th CPC is implemented, as DA gets merged into Basic Pay.
Transport Allowance (TA) for central government employees in 2026 depends on Pay Level and city class. For Level 9 and above in X and Y class cities: ₹7,200/month + DA on TA. For Level 9 and above in Z class cities: ₹3,600/month + DA on TA. For Level 1 to 8 in X and Y class cities: ₹3,600/month + DA on TA. For Level 1 to 8 in Z class cities: ₹1,800/month + DA on TA.
