MACP (Modified Assured Career Progression) is a scheme under 7th CPC that grants central government employees a pay upgrade to the next higher pay level when they do not receive a regular promotion. MACP is granted after 10, 20, and 30 years of continuous service from the date of joining. On each MACP, the employee moves to the next higher level in the Pay Matrix and gets a new basic pay at the next cell meeting or exceeding the pre-MACP pay + 3% increment.
Pay fixation after MACP: Step 1 — Calculate 3% increment on current basic pay and round off to next ₹100. Step 2 — Find the next higher level in the Pay Matrix. Step 3 — Fix pay at the first cell in the higher level that equals or exceeds the incremented amount. Example: If Basic Pay at Level 5 is ₹32,300, add 3% increment = ₹33,269. Move to Level 6 — first cell ≥ ₹33,269 is ₹35,400.
MACP is granted a maximum of 3 times during an employee service career — at 10, 20, and 30 years of service. If an employee receives a regular promotion in between, the MACP clock may reset or be adjusted depending on whether the promotion was to the next grade or a higher grade. Employees who receive 3 or more regular promotions before completing 30 years may not be entitled to the 3rd MACP.
A regular promotion moves you to a specific post in a higher grade and carries additional responsibilities. MACP is purely a financial benefit — it upgrades your pay level without changing your post designation. MACP is available even when promotional vacancies do not exist. Under MACP, you move to the next higher level only (e.g., Level 5 → Level 6), whereas a promotion may jump multiple levels depending on the department.
