One written paper decides the rank. Tamil Nadu Public Service Commission (TNPSC), the state recruiting body for Tamil Nadu government services, has invited online applications for Combined Civil Services Examination-IV (Group IV Services) under Advertisement No. 747, Notification No. 11/2026, dated 06 October 2026.

The notice prints 6,574 tentative vacancies across 46 post entries. Village Administrative Officer, Junior Assistant, Typist, Steno-Typist, Bill Collector, Forest Watcher and Forest Guard with Driving Licence are in the list. Applications run on www.tnpscexams.in from 06 October 2026 to 05 November 2026, 11:59 PM. The OMR examination is on 10 January 2027, 09:30 AM to 12:30 PM.

Most seats ask for SSLC or the Minimum General Educational Qualification. Typist and Steno-Typist rows add typewriting or shorthand. No interview stage is mentioned. Part A of the paper is a Tamil eligibility-cum-scoring test, and Part B and Part C are evaluated only if Part A reaches the printed qualifying mark.

• Part B and Part C are evaluated only if you score at least 40 per cent (60 marks) in Part A. A low Tamil score can leave the rest of the paper unevaluated.
• The fee-concession Yes/No choice cannot be edited after successful submission. A false exemption claim can lead to rejection and a one-year debarment.
• You choose two examination centres (one, if you are a person with benchmark disability). A later request to change the centre is not permitted.

• Junior Inspector of Co-operative Societies (1095) – 8 posts. For SC, SC(A), ST, MBC/DC, BC and BCM, Minimum General Educational Qualification, or the college-course eligibility certificate of the Madras, Madurai or Annamalai Universities. For other categories, a pass in Intermediate or Pre-University. Preference, other things equal, for a Commerce degree, then the named Higher Diploma in Co-operative Management.
• Telephone Operator (3822) – 1 post. SSLC plus a telephone-board training certificate from a government-recognised telephone institute.
• Senior Laboratory Assistant, Arasu Rubber (3746) – 1 post. The row is in the vacancy table at Level 10 with EPF. Read the qualification cell in the notification before selecting this code.

Forest posts, with physical standards:

• Forest Watcher (3319) – 40 posts, including vacancies reserved for outstanding sportspersons. Level 3. Age 21 to 30, or 40 for the reserved categories printed in the age table.
• Forest Guard with Driving Licence (3318) – 1 post. Level 5. Upload the LMV or HMV driving experience certificate and the self-declaration on automobile mechanism, in the Annexure V formats.

Persons with benchmark disability can apply only for the disability categories the notice identifies for that post. Forest Guard with Driving Licence and Forest Watcher are printed as not identified. Women have a 30 per cent share of vacancies, and they also compete for the remaining 70 per cent.

Who cannot apply on the printed bars: a candidate outside SC, SC(A), ST, MBC/DC, BC(OBCM) and BCM who has five years or more of service under the Government of India or a State or Union Territory, even if within the age limit. Forest posts also require the printed height and chest standards before application.

Important Dates

The December 2025 annual planner had listed this examination as commencing on 20 December 2026, and marked that planner as tentative. Clause 1.2 of this notification prints 10 January 2027.

The vacancy table prints a total of 6,574. The number is tentative and may be modified before counselling. A “%” mark means the count includes backlog. “@” means the seat is backlog only. “#” on Forest Watcher means the count includes vacancies reserved for outstanding sportspersons. Sports-quota seats are deducted from the notified figure wherever that note applies. Department or unit-wise reservation numbers are not in this table. They will be announced later. Annexure II prints the reservation percentages: SC 15 per cent, SC(A) 3 per cent, ST 1 per cent, BC 26.5 per cent, BC (Muslim) 3.5 per cent, MBC/DC 20 per cent, and a 30 per cent women’s share.

Typewriting, shorthand and the computer-on-office-automation certificate claimed in the form must be held on or before 06 October 2026, the notification date. If the certificate was issued later, upload proof that the result was published on or before that date. For several Typist and Steno rows, a candidate without the computer course may still apply, and if selected, must acquire it during probation or within two years of appointment, as that row states.

Eligibility – Education, Age and Language

Adequate knowledge of Tamil is required on 06 October 2026. The notice treats it as met if you passed SSLC, HSC or a degree with Tamil as a language, studied the high-school course or SSLC in Tamil medium, or passed the Second Class Language Test (Full Test) in Tamil conducted by TNPSC. If the document is not uploaded when called for, you must pass that test within two years of appointment, or be discharged.

Differently abled candidates who studied English only at board or university may opt for General English (SSLC standard) instead of the Tamil eligibility-cum-scoring test. That option is in para 6.2.

What Is the Salary? – TNPSC Group 4 2026

The notification prints a pay level or a rupee scale against each post. It does not print dearness allowance, house rent allowance or an in-hand figure, so no take-home amount is calculated here.

Level 8 is printed for Village Administrative Officer, most Junior Assistant rows, Bill Collector (2500), Typist rows in ministerial and municipal services, and Executive Officer Grade IV. Level 10 is printed for Steno-Typist in the ministerial, judicial, corporation and CMDA rows, for Junior Inspector of Co-operative Societies, and for Senior Laboratory Assistant. Forest Watcher is Level 3. Forest Guard with Driving Licence is Level 5.

Three rows print a rupee range instead of, or beside, a level. Junior Assistant (Accounts) in TNPDCL is Level 3, ₹19,500–62,000. Bill Collector in the Urban Habitat Development Board is Level 3, ₹16,600–52,400. Junior Assistant in the Handloom Weavers’ societies is ₹17,000–54,060. Several corporations and board rows also print EPF. Confirmation, increment and allowance rules are not specified beyond these printed levels.

What Is the Application Fee?

One-time registration is ₹150, paid once. The notice says register only once. The examination fee for this recruitment is ₹100, paid online by net banking, credit card, debit card or UPI, with the service charge the payment page applies. A demand draft or postal order will not be accepted.

SC, SC(A) and ST candidates have full exemption, as Annexure II states. BC, BC (Muslim) and MBC/DC candidates have three free chances. A false claim of exemption, by hiding an earlier application, can lead to rejection and a one-year debarment from Commission examinations. The Yes/No choice on fee concession cannot be edited after successful submission. An application that claims the concession uses one free chance.

Failure to pay the fee in time leads to rejection after due process. The fee clause says the amount will not be returned or refunded. Editing the form after payment does not require a second fee if the fee was already paid.

How to Apply?

1. Keep a photograph taken within the last 3 months, 20 KB to 50 KB, saved as Photograph.jpg, and a signature of 10 KB to 20 KB, saved as Signature.jpg. Both at 200 DPI. Use our Photo & Signature Resizer if the file is outside that size.
2. Register once on the One Time Registration platform at tnpscexams.in and pay ₹150 if you do not already have a live OTR. Linking Aadhaar with OTR is mandatory. Keep the registered mobile number and email active.
3. Open the Group 4 application and fill the form. Choose two examination centres from the district list in para 3.7. Persons with benchmark disability choose one centre.
4. Upload the photograph and signature. Pay ₹100 unless a printed exemption applies. Note the application number. An offline payment will not be accepted.
5. You may edit the application until 05 November 2026, 11:59 PM. The correction window then runs from 09 November 2026, 12:01 AM to 11 November 2026, 11:59 PM. After that window, no further edits will be provided.
6. The hall ticket will be on tnpscexams.in. It is not sent by post. Reach the venue one hour before the examination. Gates close 30 minutes before the start. Carry the hall ticket, a photocopy of one photo identity proof, and a black-ink ballpoint pen.

Common mistakes

• Choosing “Yes” for fee concession when the free chances are already used. That choice cannot be edited after submission.
• Selecting a Typist or Steno post without the typewriting or shorthand grade held on or before 06 October 2026.
• Applying for Forest Guard or Forest Watcher without the printed height and chest. Those standards are an eligibility condition, not a test you can fail and remain on the list.
• Waiting for a centre-change request. Para 3.7.2 says it will not be permitted.
• Sending a paper application or a demand draft. Only the online form and online fee are accepted.

How Are Candidates Selected?

Selection is a single-stage written examination. Admission to the examination is based on the claims in the application. Mere admission does not confer a right to appointment. The Commission may reject a candidature at any stage, including after selection, if a wrong claim or a breach of the rules is confirmed.

The merit list uses the total marks in the written examination. If marks are equal, the candidate with the higher qualification gets priority. If those are also equal, the older candidate is placed higher. That is the tie order printed in para 5.2.

The scheme table prints minimum qualifying marks of 90 for all communities, with a star pointing to paras 6.1 and 6.2. Para 6.1 says Part B and Part C are evaluated only if Part A reaches 40 per cent, that is 60 marks. Total marks in A, B and C are then used for ranking. Part A is set in Tamil only. Part B and Part C are set in Tamil and English. Negative marking is not mentioned in the scheme.

On-screen certificate verification is in the ratio of 1:3 for the general category and 1:2 for all reserved categories, for Village Administrative Officer, Junior Assistant, Typist and Steno-Typist. For Forest Guard with Driving Licence and Forest Watcher, the ratio is 1:6 for all categories. Arithmetic on the printed ratio: 2,610 Junior Assistant (Non-Security) seats would call at most 7,830 general-category candidates to on-screen verification, and the single Forest Guard seat at most 6. That is a ceiling, not an estimate of applicants.

Forest candidates who apply for those posts are then admitted to the physical standards test and the endurance test in a 1:3 ratio. The endurance test is a walk of 25 km for men and 16 km for women and third-gender candidates, to be completed in four hours, conducted by the Principal Chief Conservator of Forests, only in Chennai.

Outstanding-sportsperson reservation for Forest Watcher is ranked on sports achievement in the five years before the notification, after the written-exam qualifying mark, the other eligibility conditions, and the physical and endurance tests. Certificate scrutiny is by an expert committee of the Sports Development Authority of Tamil Nadu.

Counselling follows physical certificate verification. Post and unit allotment is at that stage. The selection is provisional, subject to final orders in cases pending before the Madras High Court and its Madurai Bench.

Physical standards (forest posts only)

Only candidates who already possess these standards may apply. The certificate is from a medical officer not below an Assistant Surgeon in a government medical institution, in the Annexure V format, when called for.

Forest Guard with Driving Licence also needs distance vision 6/6 in each eye and near vision 0.5 (Snellen), without glasses, full field, and no colour blindness, squint or morbid eye condition. LASIK, laser or excimer laser surgery in either eye is a disqualification. Other posts need a physical-fitness certificate at joining, and visual acuity of Standard III or better.

This is a state subordinate-service examination with one OMR paper and no interview in the notification. The largest single row is Junior Assistant (Non-Security) in the Tamil Nadu Ministerial Service, 2,610 of the 6,574 seats. The practical gate is Part A. Sixty marks in Tamil are required before the General Studies, and aptitude answers are evaluated. A candidate who is strong in aptitude and weak in SSLC Tamil can fail the paper without those sections being marked.

Best fit: an SSLC holder who can write the Tamil eligibility paper, wants a Level 8 ministerial post in Tamil Nadu, and can wait for unit allotment at counselling. Typist and Steno candidates who already hold the printed grade, on or before 06 October 2026, are the other clear fit. B.Com. graduates have a separate 422-seat accounts row in TNPDCL.

Skip this if you do not have adequate Tamil and you are not in the printed English-option category, or if you need a city posting of your choice. Sales Assistant can be posted in New Delhi or Kolkata. Junior Assistant (3788) can be posted anywhere in India. Forest seats are one Guard post and 40 Watcher posts, with a Chennai endurance walk after the written paper.

Practical tip: pick the two centres in the form itself, and check the fee-concession answer before you submit. The centre cannot be changed later, and the Yes/No on the fee concession can be edited after successful submission.

What Documents Are Required?

Upload with the application, or when the Commission calls for them:

• Photograph and signature in the sizes above.
• SSLC or equivalent marksheet for the Minimum General Educational Qualification.
• Typewriting, shorthand and computer-on-office-automation certificates, if the post code requires them, held on or before 06 October 2026.
• Community certificate in the father’s or mother’s name, from the authority named for that category. A certificate in the spouse’s name leads to rejection of the claim.
• Scheduled Tribe candidates upload the State Level Scrutiny Committee report if available.
• PSTM claim: evidence of Tamil-medium study from 1st standard, or the certificate format in Annexure II. Private candidates who passed in Tamil medium without schooling are not eligible for PSTM.
• Persons with benchmark disability: the disability certificate in the Annexure V format, uploaded with the application. Failure to upload it leads to rejection of the claim.
• Forest Guard: driving experience certificate and the automobile self-declaration, Annexure V formats.
• Equivalence claims: the government order, at document upload or before physical certificate verification. Orders are on tnsche.tn.gov.in.

What Happens After Selection?

1. The written-examination result and the onscreen-verification list are published on tnpsc.gov.in. Individual post is not used. SMS and email go to the registered number and email ID.
2. On-screen certificate verification, in the 1:3, 1:2 or 1:6 ratio printed for that post.
3. For Forest Guard and Forest Watcher, physical standards and the endurance walk at Chennai, for candidates admitted in the 1:3 ratio.
4. Physical certificate verification, then counselling for post and unit allotment.
5. At joining, posts other than the two forest posts require a physical-fitness certificate. Visual acuity must be Standard III or better. Defective vision needs an eye-fitness certificate from a government-hospital eye specialist.
6. For rows that allow it, the computer-on-office-automation certificate may be acquired during probation or within two years of appointment. The notice does not print one probation length for every post.

Pension or NPS status is not printed in the notification. Corporation rows that print EPF are marked in the vacancy table.
